Once again, a tournament lisence is nowhere to be found.... Its a simple concept, you by the lisence, your able to start a tourney, not before, that why the thing exists. This tourney will now be postponed, until permission to host is granted by mod or above, as they are the ones in charge of forum issues, which this qualifies as.
