-Kaiser: Mod/Head Tester or Promote a Tester to Head?
Testers:
-Review of Placement Exam
-Create a Recruitment Program
-Create a Retention Program
--Interview members

--Help create incentives that ensure members want to stay
Designers:
-Review of Banners and Graphics
--Ensure all are uniform
--Any new ideas?
-Review of Forum Layout
--Threads and their Locations

All of these must be delegated to proper members who will ensure a speedy and effective review while providing a routine discourse.
All changes must be REVIEWED before acceptance!
I.E., if a Mod would like to delete a Global Announcement, then DECLARE IT and let the Admins agree upon it!
